Not sure, but the Hanged King of Algadda is based off the King in Yellow. Scarlet King is more of a general big bad, with The Hanged King as a more direct King in Yellow equivalent who is subservient to the Scarlet King. Better fit for the Scarlet King in literature would probably be Azathoth. The closest thing to the King in Yellow in SCP is The Scarlet King and the Almighty are stronger than them, even the Scarelt King's rusty spears are pataphysical (a fancy way of saying narritive manipulation, which is what the writer thing is all about).
