It's a world boss, u can find when it spawns by googling gw2 world boss timer and looking for claw of jormag. I'd suggest opening up lfg around reset (8pm est) and tagging along with the group until they get to claw of jormag. It might help to ask in map chat when ur there where exactly the attacks happen.

Bitterfrost Frontier is the easiest way (if you have unlocked the episode) those Ice Storms are everywhere there and you just have to hang around one for it to freeze you constantly. Otherwise you need to be frozen by the Ice Elementals and not the Claw itself. The event spawns every three hours on a timer so you don't have to wait around for it.
